The purpose of the Quad Cities Subarea Contingency Plan (QC SACP) is to facilitate a timely and effective cooperative response by representatives of local, state and federal agencies to an oil discharge or release of a hazardous substance in the Quad Cities Subarea. The objective of this SACP is to coordinate an expedited response to a substantial discharge or threat of a discharge through integrating the actions of the unique combination of private industry and local, state and federal entities that have jurisdiction in the subarea.
