Site Description 5/25/2022 00 Background

The Crow Agency Tribal Office building (Site) consists of a single-level building of approximately 30,000 square feet that was built in five separate sections from the 1930s to 1970s.  The main branch wing of the office building suffered a fire in 2019 which led to the entire office space being vacated.  The office space lies in the center proper of the Crow Agency township and is surrounded by residential homes.  The tribe made a request for EPA assistance for building demolition and removal of ACM and non-ACM building debris and waste. 

 

 



Removal Objectives 5/24/2022 00 Background

The EPA Removal Program is conducting a CERCLA cleanup to protect human health and the environment at the Crow Agency Reservation.  The main objectives consist of the following:

  • Demolition of the main office wing containing Asbestos Containing Material (ACM) and transportation to a landfill in Miles City for proper disposal.
  • Remove any residual ACM in separate wings of office space.  ACM-contaminated debris will be transported and disposed at the Miles City landfill.
  • Demolition of remaining building wings not containing ACM and transportation to a C & D landfill for disposal.
  • Maintain safety for working crews and local residents by properly securing area and using best engineering practices to control ACM, noise and any potential airborne dust.


Operational Goals 5/28/2022 01 May 23 - 28

Proposed weekly activities from 5/23 - 5/28/22 include the following:

  • Equipment, resources, and personnel mobilization and set up,
  • Coordinate w/local tribal contacts to secure electricity, water, blue-stake, night and Sunday security, and awareness to tribal residents on the commencement of activities,
  • Coordinate w/transportation subcontractors to secure roll-off containers and drivers,
  • Set up and secure perimeter zones including exclusion zones beginning with primary ACM building, and dental wing of office space,
  • Air monitoring station set-up along perimeter of demolition activities.  First  3-4 days, collect background data prior to the onset of the removal action,
  • Begin identification & removal of dental wing ceiling tile ACM, proper cleaning of inside area,
  • Commence demolition on the primary burned out portion of the office building containing ACM.  Proper segregation of larger pieces of metal material for later decon & recycling.  Segregation of all other ACM for load out activities to begin on 5/31/22.

 



Operational Accomplishments 5/28/2022 01 May 23 - 28

Accomplishments for Operational period 5/23 - 5/28/22 are highlighted below:  

  • All equipment, resources and personnel present and accounted for.  One large excavator delivered w/malfunctioning thumb.  Technician will be on-site to make repairs.  This is not affecting operations at this time,
  • All local utilities secured including further advisement on the commencement of activities to area residents,
  • Transportation drivers secured. Roll off boxes lacking 3 containers,
  • Site perimeter secured including exclusion zones.  Night watchmen also secured by the Tribe,
  • Air monitoring stations all functioning normally
  • Dental wing ceiling tile removal and segregation underway,
  • Demolition activities on primary burned out building commenced late afternoon 5/27.


Operational Goals 5/30/2022 02 May 30 - June 4

Proposed weekly activities comprise the following for May 30 - June 4, 2022:

  • Continue work on north dental wing, remove ceiling tile & debris, hepa-vac carpets for segregation purposes, 
  • Begin demolition on dental wing later in week in preparation for C & D waste transport,
  • Secure proper liners for roll off containers,
  • Continue demolition on main burned out office space containing ACM waste, separation of metal for decon and recycling,
  • Begin load out of ACM waste into roll off containers for transport to landfill,
  • Continue coordination w/tribal officials and local residential outreach.


Operational Accomplishments 5/30 - 6/4/22 6/6/2022 May 30 - June 4, 2022

Accomplishments for operational period 5/30 - 6/4/22

  • North Dental wing demolition complete.  Debris and metal pile separation.  
  • Demolition on the main burned out west wing of building containing ACM continues.  Debris piles of construction material staged for load out.  Metal debris separated, cleaned and staged. 
  • Total number of roll offs (ACM) taken to landfill (13) consisting approx. 150 tons total.
  • East Wing building ACM marked and located for removal & cleanup.  Task completed and ACM removed and staged in main ACM debris pile.  
  • Continue coordination w/tribal officials and local residential outreach.

 



Operational Goals June 6 - June 11, 2022 6/6/2022 June 6 - June 11, 2022
Proposed weekly activities comprise the following for June 6 - June 11, 2022:
  • Continue demolition along north-east portion of building containing C & D debris waste. Separation of metal material will continue for recycling. 
  • Break up cement foundation/footings/walls in basement area (Dental wing).
  • Secure local transport of C & D contractor to Hardin landfill.
  • Continue demolition on main burnt out office space containing ACM waste, separation and decon of metal for recycling.  Load out will continue weather permitting
  • Continue with air monitoring along perimeter of construction area & personal sampling of individuals in exclusion zones.
  • On-going coordination w/tribal officials and local residential outreach.





Operational Accomplishments June 6 - June 11, 2022 6/11/2022 Site Update

Accomplishments for operational period 6/6 - 6/11/22

  • Demolition along north-east portion of building containing C & D debris waste completed on 6/9/22. Separation of metal will continue for recycling. 
  • Break up cement foundation/footings/walls in basement area (Dental wing) continues as needed & as debris is loaded out.
  • Republic local transport of C & D waste secured and transport  to Hardin landfill commenced on 6/9/22. Total tonnage removed in two days 145.12 tons.
  • Demolition continues on main burnt out office space (east wing) containing ACM waste, separation of metal & waste material.  Load out begin late in week due to Miles City landfill closed from inclement weather.  Total tonnage removed for the week (only two days) is 133.25 tons.  
  • Continue with air monitoring along perimeter of construction area & personal sampling of individuals in exclusion zones.  Results loaded to OSC website.
  • On-going coordination w/tribal officials and local residential outreach.
  • Secured contract w/Republic to remove & recycle metals on site.  
  • Secured Ingraham transporter of ACM waste to Miles City.  Transportation begins on Monday 6/13/22.


Operational Accomplishments June 13-June 18, 2022 6/16/2022 Site Update

Accomplishments for operational period 6/13 - 6/18/22

  • Demolition of walls and roof of East Addition (all C&D waste).  
  • Load-out of ACM waste was conducted on Monday-Friday by MP Environmental and Ingraham trucking.  Miles City landfill accepts a maximum of 6 loads per day.  Loads are typically 15 tons each or slightly higher. 
  • Load-out of C&D waste was conducted by Republic trucking, with waste delivered to the nearby Hardin landfill. 
  • Air monitoring data was reviewed by the OSC, who determined that dust suppression activities were effective.  Real-time air monitoring was ended and visual methods will be used for the remainder of on-site work. 
  • A sufficient quantity of representative data was obtained for air sampling on personnel inside the exclusion zone.  Air sampling for personnel was concluded.

Proposed weekly activities comprise the following for June 20 - June 25, 2022:

  • Continue load-out of ACM
  • Continue load-out of C&D
  • Begin load-out of metal for recycling
  • Determine if Republic may haul a limited number of ACM loads to Hardin landfill
  • Evaluate potential sources of backfill material, secure & sample for later use
  • Secure transportation vendor for recycling of metal material

  • Separation & consolidation of metal debris for recycling,

  • Secured pick up of metal debris for next week pick up

  • Begin transport of backfill material to site for placement & grading,
