2.1 Operations Section

2.1.1 Narrative
Excavation of contaminated soils was completed from the primary impacted area (between the railroad tracks and the river). Field oversight personnel from Illinois EPA and US EPA are monitoring excavation and water treatment activities.
2.1.2 Response Actions to Date
During this reporting period, the following field activities took place:
- Excavation of contaminated soils was completed from the primary impacted area;
- Contaminated soils were transported for disposal at a landfill;
- Contact water was collected and treated from the excavation area;
- Split samples were taken of water treated by the on site plant by US EPA;
- Split samples were taken of verification soil samples in the excavation by US EPA; and
- Roadway repairs & maintenance continued on Pilot Knob Road.
Water treatment plant effluent is sampled daily for laboratory analysis of the following parameters: BTEX, PNAs, Oil & Grease, pH & TSS. Soil samples taken to verify that an excavation grid is clear for backfilling are analyzed in a laboratory for BTEX and PNAs. US EPA collected split samples for independent laboratory analyses on 4/1/2015, with results and comparison pending at the time of this report.
There continues to be no visual or monitoring data evidence to indicate that any spilled product has impacted either the Galena or Mississippi Rivers. There were no injuries at the Site or wildlife impacts reported during the reporting period.

2.2 Planning Section

2.2.1 Anticipated Activities
- Illinois EPA will continue monitoring and oversight of continuing cleanup activities to ensure protection of public health & the environment in consultation with US EPA and other agencies;
- Crude oil and oil/water mixture recovered from derailed tanker cars (currently staged in storage tanks) will be removed from the site; and
- Backfilling and restoration of the impacted area will commence.
2.2.1.1 Planned Response Activities
Remediation activities continue under the direction of Illinois EPA Site Remediation Program Project Manager Jeffrey Guy. Illinois EPA provided guidance to BNSF regarding criteria for backfill material which will need to be imported to the excavation area. Illinois EPA issued a 'Construction Site Activity Storm Water General Permit' (ILR10U765) pursuant to NPDES regulations on 3/27/2015.
Field personnel from the Illinois EPA Rockford Field Office continue to conduct field oversight of cleanup activities.
2.2.1.2 Next Steps
Illinois EPA and US EPA will continue to coordinate in oversight of response activities.
2.2.2 Issues
Representatives from US EPA and Illinois EPA participated in an 'After Action Meeting' on 3/27/2015 facilitated by IEMA. An 'After Action Report' will be prepared based on input obtained from representatives from most local agencies that participated in the response, which were all in attendance at the meeting.
