One EPA OSC, 6 ERRS personnel, 1 USCG PST, and 1 START personnel conducted the following activities: 1. ERRS completed the installation of six product recovery wells in the main area of contamination / free product plume. 2. ERRS continued to backfill excavated areas of the site, including the main excavation pit at the former location of the treatment building. 3. ERRS continued to load trucks for off-site disposal of contaminated soil. During this reporting period, a total of 119 truck-and-pup combinations left the site with 3,927 tons of hot/warm soil for the Waste Management RCRA Subtitle C facility in Arlington, Oregon. Through November 18, a total of 5,578 tons of soil has been sent off-site for disposal. 4. ERRS and START installed six surface water gages in drainage channels and the Colville River to provide surface water elevation data for the groundwater model. 5. ERRS began to demobilize some equipment and personnel from the site on November 18th. 6. START continued photograph and logbook documentation of site activities, continued preparation work for ERT/REAC arrival on November 27 to install additional monitoring wells and conduct modeling, and continued receiving laboratory data to correlate with field data.
1. Continue installation of a product-recovery system to address product floating on groundwater and backfilling of main excavation pit. 2. Continue warm soil transportation for disposal at Title C Landfill. 3. Soil covering and hydro-seeding of North Stockpile Area is anticipated to start the week of November 27. 4. Additional monitoring wells to aid in the completion of groundwater modeling will be installed starting November 27, 2006.
1. Removal activities will resume on November 27 after the Thanksgiving holiday. 2. ERRS will continue loading trucks with warm (less than 74 mg/kg) contaminated soil for off-site disposal. 3. Once the stockpiled, contaminated soil has left the site, ERRS will finish re-grading and clean-up operations around the site. 4. ERT and REAC will mobilize to the site and begin to install 11 additional monitoring wells and collect additional data to support a groundwater model. 5. START will remobilize to the site on November 27 and continue logbook and photographic documentation and provide technical assistance during well installation, development. 6. START to conduct the next quarter of groundwater sampling after the eleven new wells are installed and collect groundwater/surface water elevations.
The Waste Management RCRA subtitle C landfill in Arlington, Oregon, agreed to accept the warm contaminated soil (PCP concentrations less than 74 mg/kg) for direct landfill. Waste Management will seek a treatment variance through the State of Oregon for the dioxins contamination.
