The Site is the location of a large former mill complex originally constructed in the early 1900s and most recently used by the Inter Royal Corporation to manufacture office furniture. The Site is located at 20 Reservoir Street in Plainfield, Connecticut and described on page 421 of Deed Book 55. The Site is bounded to the east by Reservoir Street, to the west by railroad tracks, to the south by a warehouse, and to the north by State Route 14A.
On April 26, 2005 a fire destroyed the three-story section of the mill, located on the northern portion of the property. The single-story section of the mill, located on the southern portion of the property, was not affected by the fire. Friable asbestos in pipe and boiler insulation and lead in ash and surface soils in the area of the fire-damaged, former three-story structure posed a direct contact threat to local residents and those who may enter the Site. The Emergency Rapid Response Services (ERRS) contractor has completed the removal and segregation of wood, brick, metal, and other debris from the footprint of the former 3-story structure. Excavation of lead-contaminated soils from the footprint area was completed on January 4, 2006. The ERRS contractor is currently screening these contaminated soils to remove residual brick and other non-hazardous building debris.
The Superfund Technical Assessment and Response Team (START) contractor continues to document site activities, conduct air monitoring, and collect post-excavation samples in the footprint area. These samples are being analyzed by EPA's New England Regional Laboratory.
The various construction debris waste streams continue to be trucked off-site for disposal by the Connecticut Department of Environmental Protection (CT DEP) and its contractors. As of January 5, 2006, 245 truckloads (4912 tons) of brick, 56 truckloads (919 tons) of wood/construction debris, and 10 roll-off containers and 38 truckloads of scrap metal have been trucked off-site.
EPA and CT DEP will continue to conduct this removal action as a joint, multi-agency cleanup. Planned removal activities will continue to be confined to the northern portion of the Site, where the three-story section of the mill was located, and will include:
1) Continued transportation and off-site disposal of the building debris waste streams (provided by CT DEP);
2) Off-site disposal of lead-contaminated ash/soil at EPA-approved facilities;
3) Sampling and air monitoring as needed to support the above activities; and
4) Grading and backfilling as needed to secure the Site (Clean fill will be provided by the Town of Plainfield.).
In preparation for off-site disposal, the ERRS contractor will complete the screening of the lead-contaminated soils excavated from the footprint area.

Between November 10, 2005 and November 21, 2005, 10 rolloff containers (approximately 120 tons) of asbestos from the former boiler room cleanup were shipped to the Turnkey Landfill in Rochester, New Hampshire for disposal via landfilling.
Between November 10, 2005 and November 18, 2005, 23 truckloads (approximately 460 tons) of asbestos-contaminated debris from the former boiler room cleanup were shipped to Minerva Enterpises, Inc. in Waynesburg, Ohio for disposal via landfilling.
