Greka completed the removal of the corroded pipe from the pond. Exploratory excavations around the pond did not detect any free subsurface oil. Greka closed the holes and placed boom around the excavation to prevent any release of residual oil still in the soil in prepartion for rain. Greka placed berms along the creek to prevent any residual oil from entering the creek during the forcasted rain event.
ACTI continued cleanup operations in the creek. Most of the gross contamination has been removed.
During the February 2, 2008 Area Command meeting, Greka informed the Command staff that they would be placing pumps at the dam at intersection of Palmer Road and Domminion Road to help prevent the dams from breaching during that evening's rain event and oil migrating further down the creek. On the morning of February 3, 2008, ACTI notifed EPA that the dam had been breached and damaged during the previous night's rain. Greka had not placed the pumps at the dam to help prevent this as they had committed to. ACTI repaired the dam. The breach caused heavy sheen to migrated further down the creek. EPA secured permission of the land owner on the adjacent property and ACTI placed oil collection pom-pom and sorbent booms further down the creek past the dam to assist in the collection of oil. Additional cleanup operations may be needed after the flow in the creek has slowed down.
1. Decontamination of the creek 2. Removal of sediment from the produce water pond. 3. Confirmation sampling of the creek.
1. The cleanup of the creek will be completed including any sections freshly impacted.
1. Removal of the sediment from the pond. The sediment must be disposed of off-site unless Greka secures permission from Santa Barbara Co. Fire Department (SBCoFD) and the Central Coast Regional Water Quality Control Board to reuse the material for beneficial reuse. This permission must be presented to EPA in writing. 2. Greka's consultant must prepare and present a post-removal sampling plan for approval to EPA and SBCoFD.
