Greka's contractor ACTI continued to sparge the creek. However, it was not working effectively. Consequently, ACTI began the removal of contaminated sediment in the creek using a Guzzler Vacuum Truck (high suction). The sediment from the Guzzler were placed in a dewater pit so the water and oil could be removed prior to placing the sediment in roll-off-bins for off-site disposal.
The sediment was removed until the hard asphalt pan in the bottom of the creek. Once the asphalt was exposed, numerous seeps from the asphalt pan were visual. It is unknow if the oil from the seeps, is oil directly from the spills or oil liberated from the asphaltic formations as a result of the spill. In one location, Greka equipment operators supervised by ACTI and PST attempted to dig the seep out until clean soil. The hole was excavated to approximately 7 feet bgs until the excavation was stopped. There was still oil in the excavation. Greka capped the holed with bentonite and backfilled the hole in the presence of the PST.
On March 5, 2008, the START collected samples from the upper Bell Pond that the spill originated in and submitted them for metals, VOCs, Semi-VOCs, PAHs, PCBs and Pesticide. The data indicates some VOCs in the sample. EPA is currently awaiting data on the normal constitents of the oil from the Bell Lease.
On March 13, 2008, Greka management approached EPA about letting their employees back in the creek to complete the cleanup. OSC Wise said no after discussing the issue with EPA management, the DFG IC and SBCoFD. In addition the activities in the creek required equipment that Greka did not own or would be unable to rent. At that point, Greka notified EPA that it was no longer financially able to retain ACTI. Later that evening, Greka notified ACTI to demobilized as they were no longer retaining their services. Greka's President notified the OSC Wise of this decision. OSC Wisegave them until March 17, 2008 to retain a new contractor. On March 17, 2008, OSC Wise gave Greka until close of business on March 19, 2008 to retain a new contractor. On the evening of March 19, Greka retained Filter Recycling to complete the cleanup of the creek. It is unknown as to who will complete the cleanup of the pond. The cleanup will resume on March 24, 2008.
1. Removal of oil from the creek.
2. Removal of oil and sediment from the creek.
3. Restoration of the creek.
4. Disposal of cleanup generated waste
Filter Recyling will begin the creek cleanup on March 24, 2008. The cleanup will primarily of the removal of seeps from the asphaltic sections and heavy sheen.
Greka has until April 1, 2008 to provide the work plan for the ponds.
