Site Description
See POLREP 1 and 6.

The EPA command post is set up directly accross Palmer Road from the Upper Bell Ponds.  EPA will be recieving phone lines tomorrow.  Another e-mail will be sent tomorrow with the command post phone number.


Current Activities
EPA ERRS contractor began site operations on April 1, 2008.  ERRS restored the underflow dams in the creek.  ERRS has the gross contamination from Sections A and D.  ERRS will complete the removal of the contamination tomorrow.  The creek was cleaned by physically removing oil contaminated soils with an excavator.  The soil is stockpiled next to the upper Bell ponds until the disposal contract is set. The ERRS pumped out standing water in Section D that contained heavy sheen and black oil.  

On April 9, 2008, OSC Wise with the California Department of Fish and Game walked Section A and identified several areas that will require some excavation to get the remaining seeps.  

ERRS began to prepare the upper Bell pond for excavation.  Greka removed the fence around the pond to allow access for ERRS.  ERRS widened the outer perimeter road around the pond to allow for proper heavy equipment access.

The START will be sampling the stockpile to determine the average amount of crude oil in the pile.  This data will be provided to the California Department of Fish and Game for oil quantification.


Planned Removal Actions
1.  The creek will be restored to prevent downstream sediment loading and erosion.  The restoration will be conducted in cooperation with the California Department of Fish and Game (CADFG).  A PRFA will be issued to CADFG to provide technical assistance to EPA during the cleanup.

Key Issues
On April 2, 2008, EPA  met with the CADFG biologist to discuss restoration and excavation issues.  The restoration plan will be done by the START in cooperation with CADFG biologist.
