On October 9, 2013, the USCG Sector Lower Mississippi River Chief requested assistance from Region 4 regarding two abandoned drums discovered behind the Mississippi River flood wall (panel 58) near the USCG facility located at 2 A. W. Willis Avenue, Memphis, TN. OSC Spurlin was dispatched to evaluate the drums.
