1.1.2 Site Description
County Drain (Miner Drain and Miner Extension Drain) in rural/agricultural setting. Approximately 2.5 miles of surface water impact in County Drain system between Mason Road and King Road in Owosso, MI.

County Drain known as Miner Extension Drain and Miner Drain between Mason Road and King Road.

Oil in County Drain threatening Shiawassee River.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
U.S. EPA arrived on scene at 2230 hrs on 11/26/2015 and observed oil in County Drain along Wilkinson Road.

    2.1.1 Narrative

The County Drain impacted is known as the Miner Extension Drain between Mason Road and Wilkinson Road and the Miner Drain from Wilkinson Road north to King Road. The Miner Drain Extension begins underground on the north side of Mason Road and becomes a surface water body just north of Mason Road. Two drainage tile pipes were observed on the south side of Mason Road that flow through a culvert under Mason Road and into the catch basin for an underground section of the County Drain. Oil staining was observed in one of the drainage tiles and oil stained vegetation and sheen were observed at the catch basin. The interior of the culvert connecting the drainage tile outfall and catch basin was observed to be stained with oil. Approximately 300 gallons of oil were estimated to have been released into the County Drain from an unknown source south of Mason Road.

Access from all property owners along the impacted section of the County Drain, hereafter referred to as drain, has been granted.

2.1.2 Response Actions to Date
12/21/2015 - U.S. EPA arrived on site to assess the containment locations after rain fall. No sheen or oil was observed at the containment locations at King Road and Cronk Road. Silver sheen and weathered oil were observed at the containment locations at Wilkinson Road. There was no sheen or oil observed between the culvert and the catch basin at Mason Road.

A private contractor (Drury Brothers) has been retained by Zmitko Farms to take over maintenance of the containment areas. New containment boom has been ordered and when it arrives will replace the boom deployed by U.S. EPA.

12/23/2015 - Drury Bros. installed new containment boom at the concrete outfall between Mason Road and Wilkinson Road, on the south side of Wilkinson Road, on the south side of Cronk Road, and on the south side of King Road. The private contractor removed the old containment boom, decontaminated the boom, and staged it for pickup. The private contractor also performed oil recovery/maintenance at the containment locations.

12/28/2015 - U.S. EPA arrived on site to assess the containment locations. No oil or sheen was observed at Mason Road, the concrete outfall, and King Road. Minimal silver sheen was observed at Cronk Road. Silver sheen was observed at Wilkinson Road. U.S. EPA advised for an additional oil recovery/maintenance at the containment areas at Wilkinson Road and Cronk Road and for the containment areas to remain in place until sustained freezing temperatures set in. A crew arrived to demobilize the remaining equipment from the site.

12/29/15 - The remaining roll-off box was picked up for disposal.  A final total of 94.74 tons of material was disposed of related to this incident..

1/1/2016 - With consensus from U.S. EPA, the private contractor retained by the property owner of the suspected source removed all containment and absorbent boom from the county drain.
