Release of vaporized coker intermediate to the atmosphere.  Fallout from the release impacted cars, structural surfaces and potentially residential cisterns.

Approximately 220 homes/other structures, one school, one daycare and several businesses affected by the release.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

2.1.2 Response Actions to Date 

EPA continues oversight of response activities with the VIDPNR, VIDOH.  Two members of the USCG Atlantic Strike Team (AST) continue to assist EPA in oversight of HOVENSA operations.  HOVENSA continues its efforts in conducting the following activities:

  • further assessment of the impact zone;
  • disconnection of potentially impacted cisterns;  
  • cleaning of roofs and other structures/surfaces as required;
  • reconnection of cisterns upon completion of roof cleaning;
  • issuance of car vouchers for cleaning of impacted vehicles;
  • drinking water distribution; and
  • continuation of public outreach.

Dwayne Harrington (OSC) has taken over field oversight responsibilities as of 1300 hours on 12/18/10 until 1/4/11.  Cris D'Onofrio remains the OSC of record.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

The potentially responsible party (PRP) is HOVENSA.  EPA issued a Field Notice of Federal Interest to HOVENSA on 12/15/10 to inform them of the intent for cost recovery.

2.1.4 Progress Metrics  

No incidents or injuries reported today.
 

EPA has requested Lawrence Livermore National Laboratory's National Atomospheric Release Advisory Center (NARAC) to run an air model analysis based on the HOVENSA calculations of materials released on 12/9/10.  The objective of this request is to estimate the airborne concentrations that were experienced by area residents during the incident and better understand the potential exposures that occurred as a result of the release. The NARAC release projections were received today.  EPA is currently evaluating the data and will consult with NARAC for interpretation of projection results relative to the Unified Command-Selected DOE Protective Action Criteria (PACs) for petroleum coke.


EPA cistern confirmatory samples were shipped to ERT/SERAS for analysis; HOVENSA samples were shipped to Louisiana State University (LSU) for analysis; results expected on or around December 28.

The EPA RST contractor has been demobilized; no remobilization is planned at this time.  The USCG AST continues to assist EPA in oversight activities.

HOVENSA operations for  12/20/10 as follows:

Response teams working in Clifton Hills to inspect roofs for oil spotting, communicate response efforts, disconnect/reconnect downspouts, and distribute drinking water.

 

To date, the following work has been reported:

 

282 residences contacted in and near impact zone; contact pending for 6 residences inside the impact zone.

 

255 roofs inspected to date; 179 confirmed impacted; 89 cleaned and 90 remain to be cleaned.

 

19 roofs inspected today; 11 impacted and 19 roofs cleaned at 12 residences.

 

2,865 gallons of water distributed at established sites (Animal Shelter and the Original Pentecostal Church). Four special needs homes provided delivery of water.

 

88 calls received at the call center to date – no new calls today.

 

118 car wash vouchers have been distributed; 43 cleaned. 

 

 

 



  2.2 Planning Section
    2.2.1 Anticipated Activities

Completion targets as follows: 12/26 for roof cleaning completion; 12/31 vehicle cleaning; 12/28 for transition to cistern cleaning if needed, pending sampling results.   

Analytical results are expected by end of week of 12/20 or early the week of 12/27/10.  Samples were shipped yesterday, so delays in this schedule may be experienced depending on impact of high shipping volumes due to the holiday season.

Unified Command is currently developing a plan to identify triggets for transition to a Project Team for cistern cleaning if needed.

Continue roof cleaning and assessment activities.
Determine the need to clean cisterns based on analytical results.
