2.1.1 Narrative
EPA oversaw emergency response actions implemented by PDC Energy at this site between May 4 and May 21, 2014, as described in prior POLREPs. On May 21st, the bulk of the free
product released to the surface waters had been collected, and EPA
transitioned oversight of the ongoing cleanup to Ohio EPA according to the continuing operations plan and demobilized from
the site. EPA remained available to provide additional assistance as
needed, as the extent of subsurface contamination was not yet known. Over the
course of the last few weeks, under Ohio EPA and Ohio DNR oversight, the drill rig was removed from the site, the
drill pad surface was cleaned, the liner was inspected and removed and
subsurface investigation of the pad was initiated. Some additional subsurface
investigation and oil collection is still ongoing, but so far the investigation has not revealed
significant previously unknown areas of contamination. On June 25th, Ohio
EPA determined that the emergency phase of the cleanup is complete. Therefore, is not anticipated that EPA assistance will be needed with any further emergency response related activities resulting from this release. Ohio EPA
will remain involved in the continuing subsurface investigation and in site
restoration.
